This was an entirely factual journal, whose main aim was to: give an unbiased view of the affairs and policies of the nations of the world.

It was founded in 1919 as a report produced by the British Foreign Office for the Commonwealth (then Empire) Parliamentary Association.

Its objective was to fulfil the C.P.A.’s requirement for a serious and totally objective source of information on current world events. Perhaps the most valuable aspect of this microfilm reprint is that for the first thirty years or so of its existence, the Report on Foreign Affairs (as it was then called), was a restricted publication with circulation only permitted among members of the CPA and its associates. It is thus a rarely found source of world history, whose importance is enhanced by its impartiality
